The local self government for urban and rural areas of the Sundargarh district was established in pre-independence period. But after independence and creation of Sundargarh as a separate district on 1st January 1948, the Local Self Government system in the district got revamped. At present there are four Urban Local bodies in the district, as detailed below.
Rourkela was declared as Notified Council with effect from 20.07.1955 as per Notification No. 6400 dt. 28.07.55 of the Health Department. There after this NAC was bifurcated in to two NACs i.e. Rourkela Civil Township and Rourkela Steel Township in notification No.6211 dated 17.06.1963 of the Housing and Urban Dev. Department. Subsequently in Notification No.33390 dated 17.09.1988 of the Housing and Urban Dev. Department, this NAC(CT) was declared as Municipality and started functioning with effect from 19.09.1988 with an area of 19.78 sq. kms comprising of 12 Revenue Villages. In the year 1995, when Rourkela Steel Township declared as Industrial Township then the establishment of NAC(ST) merged with Rourkela Municipality. In the year 2008 urban local body election Rourkela Municipality wards are reconstituted with 33 wards from earlier 32.

|Scavenging Establishment||Looks after the matters of Sewerage, drainage cleaning and Road sweeping through manually operated persons under the various areas of Municipality by Sweepers. The direct authority for the same is Executive Officer.|
|Vehicle, Transport, Cesspool & Kalyan Mandap||Looks after the Sanitation and sewerage cleaning around the Municipality through mechanised method. The department also takes care of Kalyan Mandap & Water Tank.|
|Works Department||Looks after various developmental work like building and repairing of roads and others along with works under BRGF scheme etc.|
|Tax Department||Looks after various tax collections activities under Municipality areas like Holding Tax, Water Tax etc.|
|Shop & License||Looks after various Commercial Establishments allocation, issuing of License for various commercial establishments etc.|
|Electrical Engineering||Looks after various Electrical works under Municipal area with street lighting|
|Health Department||Looks after various health issue including public health and sanitation along with birth & death registration|
|Urban Poverty Alleviation Section||Looks after various poverty alleviation programmes of State and Central government , BPL , APL etc programmes, SGSRY etc|
Sundargarh Municipality was established in the year 1951. Initially there were 10 Wards in this civic body, but as per the election held in the year 2008, there are 19 Wards in this Municipality.
One of the oldest towns of the Sundargarh District is Rajgangpur. The Rajgangpur Municipality came into operation in the year 1969. Initially there were 12 Wards but as per the election held in the year 2008 there are 19 Wards in this municipality.
The Biramitrapur Municipality came into operation in the year 1969. Initially there were 10 Wards but as per the election held in the year 2008 there are 11 wards in this municipality.
