Reasons for negligence of Rourkela by Railways

Isn't it the right time to demand for a sepaarate division and get under East coast railway.Atleast for now we should pressurize railway to extend any delhi bound superfast to Rourkela that connects Ranchi or the gondwana exprexx to rourkela or make slip coaches in Utkal or last but not the least start a new superfast exclusively from Rourkela via ranchi,kanpur.Why the railways are maintaining double standards.The CKP division is of no use and its just a division on papers.
