Thumbs up Ticketing in City buses

As you all know that bus fares have increased since midnight. This is because of the increased fuel rates as bus operators are facing problems in operations. Express ,Deluxe and Deluxe AC Bus service commuters may be affected to some extent but ordinary service and Town bus commuters would be least affected or may not be affected at all.
The basic reason that I have manipulated for this is the attitude of daily passengers and unethical tactics applied by bus conductors. This is beacuse even if the rates have increased the conductors will not charge the original amount but somewhat less (even half the fare) from the daily passengers especially students. The daily passengers also do not pay the actual fare. There used to be some concession in fares some years ago for students but was gradually withdrawn.

This is a manupulation with regard to Rourkela City and what I feel is applicable for whole of the state,beacuse except Odisha every other state has highly developed commuter services where majority of the buses are run by the State Government and the left out buses are also managed well by private parties. The main reason is ticketing in buses but in this state, crores of rupees are lost due to absence of ticketing in ordinary and town buses. Years ago Government buses operating in Bhubaneswar area used to issue tickets but as these buses were withdrawn and autos took the roads the system also ended. Now 100 mini buses are ordered for Bhubaneswar and Puri region as per the norms set by Center for the cities which are recognized as mission cities and these buses will have plastic ticket system

Our city Rourkela also used to have buses (both government an private) operating with tickets some 20 years ago, but God only knows what happened this system was withdrawn. Gradually autos took the roads here but due to increasing atrocities of auto operators it was demanded in general to introduce town bus service . Hence a private organization named Rourkela Bus Owners Syndicate was formed where many bus owners donated money for purchasing City Ride buses. About 12 such buses were purchased under automobile loan. It was the historic day of 27th September 2006 when these buses started journey with reintroducing ticket system. The aim was to provode an ideal bus service to city commuters like ticketing,perfect timing etc. I was travelling by this bus and the conductor gave me a ticket of Rs. 3 /-, it was nice piece .But two college girls protested it when the conductor gave them tickets ,they wanted to trvale by paying Rs . 2/- ! (Cheap type mentality)

Gradually the ticket reduced to half of its size then one fourth and at last totally vansihed from the scenario. If u visit any other state like Maharashtra then the conductor will give you the ticket and take the charge. When u alight off the bus then the conductor will again check your ticket and if you fail to show it then it will land u in jail, no excuses.

SAMPARK City Service had the provision of weekly and monthly passes especially for students but think when ticketing has failed what will passes do?

Now coming to the new fares

Service Type FARE per Km.

Ordinary 46 paise


TOWN/CITY SERVICE

Range Rate

0-3 kms. Rs. 4.00

3-6 kms. Rs. 5.00

6-10 kms. Rs. 5.50

10-15 kms. Rs. 6.00

15-20 kms. Rs. 8.00

20-25 kms. Rs. 10.00


What we have to do is to press for a mandatory ticketing system to the District Adminstration, City Administration and Bus Owners Syndicate with respect to the above fares. It should be done first if Rourkela has to develop as a metropolitan area.

Another issue which should be addressed is that very few number of city buses (or town buses) i.e. SAMPARK City buses about 12 in number. The rest local service buses are tagged as ORDINARY SERVICE even they cover a major chunk of the city like Uditnagar,Basantinagar,Civil Township and Panposh. Hence in my view all the local buses at least upto Kalunga,Kuarmunda and Lathikata should be included in City/Town Bus service which will give them more revenue. Also the service to Fertilizer Township-Sector-22 should be resumed

THIS IS TOO MUCH

Today i was travelling from IGH to Bisra Chowk in SAMPARK City Bus. A person somewhat approaching 50, paid Rs.4 to the conductor while the fare was Rs 5 or 6. When the conductor asked hime for more money, his reply was " mu garib loka mu aau dei paaribini!" Another was a students who seemed a student of Kanak Manjari or RIMS(He had BPUT registration card) and he alighted at Paniktanki. When demanded the fare, he replied that he had no money! while the fare from Chhend to Panitanki is at least Rs 6. Now this is too much. I asked the conductor about implementing ticketing system to which he agreed.

This should be noted that sampark is not run by government but by Rourkela Bus Owners Syndicate and loans have not been repaid due to which this syndicate had to sell their 4 buses to other operators. One bus was set ablaze by the mob which further added to their miseries as these buses especially on sector-chhend route are running in loss. The sector route has been closed for operation


Any how ticketing should be implemented not only in sampark but also other local buses tagged as ordinary service such as to Bisra,Kuarmunda,Rajgangpur,Lathikata,Kanshbahal,Ka lunga,Biramitrapur.

Any suggestions how to implement ticketing? If the administration passes an order then it can be done with cooperation from Police and Bus Owners

There should be a magistarte kind of checking like its done in trains.In Delhi flying squad do the checking at various points by stopping the bus enroute.Even the driver and conductor knows where theer will be a checking.A person travelling without ticket is fined Rs 100 or 2 days in jail.I am sure if this is implemented in Rourkela it will definetly improve the service.If a city like Delhi can improve why not Rourkela when there are only few buses running.It will also give all the people a sense of responsibility and they will definetly purchase the ticket even if they are travelling 2 kms.

Well today also a lady was paying Rs 2 when the conductor charged Rs4

She argued im a daily passenger and i hve covered a small distance

anyhow the conductor didnt let her go but as she was adamant he returned her the 2 rupees too

i asked the conductor why they dont complain to police

he replied who will take all these pains


ticketing should be implemented as a rule by District Administration and Police

but if the bus owners,staff and commuters dont take the initiative then who will care for them?
