Default RTI Application Response - ESIC Corporation

Dear ALL,

Under Right To Information ( RTI ) application filed, the following answers are received from ESIC Corporation , New Delhi for the decision of setting up ESIC Medical College at Bhubaneshwar

Questions and Answers ( From RTI Application )
=====================================

Q. 1. What are the reasons for choosing Bhubaneshwar, Odisha as the location for ESIC Medical College and Hospital, when Rourkela and its nearby areas are having the largest number of ESIC Insured Persons (ESIC Employees)?

Ans : Govt. of Orissa has offered 25 acres of land at Bhubaneshwar for setting up medical college by ESI Corporation.

Q. 2. On what ground Bolangir, Odisha was not considered as a location for the ESIC Medical College and Hospital?

Ans : There was no such proposal for consideration,

Q. 3. Whether Rourkela as a location for ESIC Medical College proposed by Govt. of Odisha? If so please specify the date of such porposal? Who had sent the proposal (Name of the person/officer)?

Ans : Govt. of Orissa has not proposed Rourkela as a location for ESIC medical college.

Q. 4. If Rourkela was proposed, then on what ground it was not considered by ESIC for setting up the Medical College and Hospital?

Ans : Not applicable.

As you can clearly see, Balangir as a location for ESIC Medical College was never proposed by Labour Ministry, Govt of Odisha in the past. But on the news paper they have claimed Balangir was proposed but ESIC had rejected the proposal.

Similarly, Rourkela ( The most suitable candidate for the medical College ) was never proposed by Labor Ministry, Govt. of Odisha but upon follow up , Many representative of Odisha Govt. had stated verbally to Odisa Development Team, that Rourkela was proposed but ESIC , New Delhi rejected the proposal.

I am attaching the Response sheet received from ESIC , New Delhi under RTI Application

RTI Application Filed : http://www.odiasamaja.org/wp-content...5-oct_copy.pdf ( Oct. 2009)

Default A good self-analysis by The Samaja on ESIC Medical College

The good part is it is a Self Analysis Report and not based on any ESIC event, published by The Samaja on their own. A good article that comes out little late but worthy in terms of realizing the INJUSTICE and ILLOGICAL thoughtfullness over the decision of setting up ESIC medical college at Bhubaneswar.

Good journalism. Keep it up "The Samaja" .

Here is a statement from Shri Pushpendra Singhdeo , Minister of Labor , Odisha naming it a political conspiracy.

http://www.thesamaja.com/news_view.php?news_id=7982

It is to note that , he is the same person, who advised/suggested few RKLites/intellectuals verbally , to file the RTI application to verify the fact ( which eventually found to be false ) that his department has suggested/Proposed Rourkela and Balangir names to ESI corporation for the medical college and ESI corporation rejected Rourkela and Balangir's name and favored BBSR name.

The RTI Response received earlier talks something else and totally opposite to what Pushpendra Singhdeo claimed verbally in Oct. 2009.

Being an RKLite and a true Odia , my question to the honorable Minister ( Who belong to Kalahandi and spent his student career in RKL ) , who is part of the SADAJANTRA ? Is it your controversial and mis-leading information in media ( now and in past as well ) or the people who brought the fact to the limeight and RKLites who are fighting for the genuine cause.

He has also mentioned that , if this continues then Odisha might loose the ESIC medical college. My answer to that is , though it is not good for Odisha and nobody wants Odisha should loose it, but in the worst case , if at all it happens then let he and his department be responsible for this. Let this teach a lesson to Odisha that, how ILL and BAD-STRATEGIC decision can cost to everyone in Odisha. Let his department feel the heat because of this and have the responsibility to answer and face the citizens of Odisha.

The state govt seems to be least interested as the ESIC seems to be by large supported to be at Rourkela. This might be the reason as the govt of Orissa never wanted because there life and breath lies at BBSR region. Its just because of the protest held the ESIC hangs in balance. But how long wil the state govt can make us wait and how far will it go to make the people fools. The RTI filed against State govt is yet to be received. And i am sure the state govt is ashamed of what it has done regarding this issue. Its now maintaing the attiude my way or highway..ESIC is to be at BBSR or nowhere..Is it like that Mr CM..I am sorry but you are disappointing the rest of Orissa...ESIC should be at Rourkela..
